Thinking about $UCCE$$ without being qualified !!
One needs to have certain minimum ability to excel
in a particular field.
Might sound insensitive and cruel but one does not
aspire to be an athlete if polio-afflicted & blind men
do / can not make it as a Shooting Champion.
